The Pathways to Higher Education initiative takes a unique shape in each country because the cultural contexts of marginalized peoples, while linked by the common experiences of exclusion, are distinct. Therefore, the approaches vary in each country depending on its particular needs.

Participating institutions must each rigorously demonstrate their commitment to Pathways' mission and seek:

1. Changes in higher education admission policies and practices
2. Increased representation of underrepresented groups among university faculty and staff
3. Faculty training in culturally competent teaching methods
4. Curriculum transformation, including new courses and delivery methods
5. Academic and social support activities for traditionally excluded students
6. Increases in the admission, matriculation, and graduation rates of traditionally excluded students
